Open Deadline — Important Promotion Process Deadlines
All schools / Deadlines: August
Below are several important deadlines related to the promotion process for students in grades K-8. For additional information, please review the revised ATS August Screen Data Entry memo in the promotion policy toolkit or e-mail promotion@schools.nyc.gov.
- By August 7: You should have entered summer school core course data for 8th grade students not promoted in June (using TG8C). If you have not already completed this step, please do so immediately.
- By August 14: Enter portfolio evidence for students in grades 3, 5, 7, and 8 who were not promoted in June and not automatically promoted by scoring at Level 2 this summer (using TG3S), and enter promotion decisions for these students (using TG3P).
- By August 21: Community superintendents will finalize promotion decisions (using TG3D), and you should send promotion notification letters to parents of all students as quickly as possible (using TG3L).
- By August 28: All promotion appeals should be resolved. Parents of students in grades 3, 5, 7, and 8 need to submit an appeal to you in writing to you within three school days of receiving a retention letter, and you should forward your recommendation to your community superintendent within two days of receiving the appeal.
Open Deadline — Open Market Hiring System Available

The Open Market Hiring System opened Monday, April 20. You can access the system through the “My Human Resources Reports and Systems” page on the Principals’ Portal. You will need to use a computer on the DOE network to access the system.
The Open Market is a resource for hiring regularly appointed teachers (including teachers of speech improvement and attendance teachers), guidance counselors, school psychologists, school social workers, laboratory specialists, school secretaries, and UFT paraprofessionals currently employed by the Department of Education. These employees can use the system to submit applications for principals to consider. Principals use the system as a source of applicant information and a means of contacting applicants and scheduling interviews.
You can now access the blank FY 10 TO in Galaxy in order to create vacancies for posting in the Open Market. Special allocation categories (TL Forecasted Vacancies and TL Forecasted Vacancies CW) are available to facilitate the creation of vacancies before the FY 10 allocations are issued. Other TO modifications will not be enabled until budget allocations for the 2009-10 school year are released.
Due to expected budget decreases in FY 10, please create forecast vacancies only if you are confident that your school will experience significant attrition in critical areas or significant enrollment growth. Once a vacancy is created and a selection made in Galaxy (even for a forecasted vacancy), the transfer onto your TO is finalized.
